Don't know if using kind 1 for this is a good approach.
The kind 1 notes appear as general messages (e.g. on the global feed of several clients).
The strange setup comes up where some people can view and reply to a thread thinking its a general message (e.g. without the context of the room), while others can participate in the same thread *with* the context of the room.
Has the potential to breed misunderstanding.
