Hydronic costs significantly more, can leak, and you need a boiler and manifold system which will cost a lot too and might require maintenance. Proper installation is very crucial. I question the inefficiency of electric claim. Either way, electric or gas, you are heating the floor. Depends on what a kilowatt/hour costs versus therms of gas. These are great comfortable systems but heating the thermal mass of a floor is a slow process. This Millibrand person likely has no working knowledge of HVAC systems all he knows is an illusion of getting to an unattainable goal of zero emissions. He is as bright as a mollusk.
