I've found paperless' tagging to be so helpful and robust to make it the source of truth.
Paperless has an exporter that exports all documents as plain files and their metadata as JSONs. You need to configure it to split the JSONs for each document and not export archives and thumbnails though.
I then have the export dir as a special remote of my documents repo and import it into a subdirectory on sync.
