He doesn't want neutral countries, he wants back the former USSR borders.
You don't fight a brutal war against NATO for 5 years in order to get back some neutral countries and a little chunk of land in eastern Ukraine. The only reason to fight that kind of a hellish war is because you want to deplete NATO resources after which point you can seize the throne without opposition.
