Lifting the 2 child benefit cap won't cure mouldy rooms and rats. Councils should have power to impose 8wk rule on landlords to resolve all such problems, or face compulsory purchase. Some action re no-fault evictions and significant restrictions on right-to-buy has happened, but there's room for a lot more.
