IMHO, a user at our instance must be shown to violate one of our server rules, or be a Russian disinfo bot who slipped by a moderator, before we take action on a report.
Three reports against a new user, yet none references a status message made by that user on our instance, all are classified 'Other' and all reference one previous incident.
Looks like users dogpiliing for a past offense.
