This may or may not apply to Cloudflare but I've had the pleasure of debugging a couple of outages caused by 'unsafePerformIO' and 'read' in my time as a Haskell dev.
Not on the same scale as Cloudflare but the single biggest obstacle to getting up and running was a complete lack of stack traces. A fix that took seconds needed hours of frantic Debug.Trace + extremely slow build/deploy cycles.
IMO the root problem was a crappy runtime debugging environment not the use of footgun functions.
