The current system works the way I want it (although I agree the modal dialog is clunky) and I don't think the new one will without having to go into settings before I send individual messages.
Currently my default is "Quiet public", which means I can instantly reply to others and take part in conversations without my messages appearing in public feeds or search results. People can read my reply if the original is interesting enough, otherwise I'm not cluttering their space with a post which on its own often lacks context.
But if I post something that may be of interest to others, I change visibility to Public, which is a good review point even though the interface for it is a clunky additional step. Asking "do I really want everyone to see this?" is a good self check.
The article suggests that from 5.0 this discrimination will only exist in Settings. Well, maybe I need to roll my own Mastodon client ...
