I'll play the devil's advocate a bit; that could block an entire cloud provider, including any federated services hosted there, because of a single bad actor.
My emails won't go through to Hotmail right now because someone with a Linode got the entire IP range blacklisted, despite having proper SPF, DMARC, etc. :(
