I don't know the entire context of the exchange, but I *think* the implication was that if you (royal you) lived in a place where there is a lot of propaganda and brainwashing, you could easily be convinced to support genocide.
From the looks of it, he did say "sway my opinion towards genocide". It seems to me that he doesn't support it, but could be convinced if he's brainwashed.
But then again, the writing is off. He definitely could've worded it better without putting much effort.
