The most effective way is to cut them down with a sawzall and mix a bag of grout or concrete and pour that down the hole in the post.
This will force them to send a crew out and dig it all out, repipe it, and re-pull wires. A very expensive procedure compared to replacing the camera or cleaning the lens.
