Random reluctant conclusion:
There’s no point in making a site in some subset of HTML, or an older spec like 2, with the goal of being visible to people using normie browsers (unlike say my Gemini & Gopher sites), unless I’m also going to go through the rigmarole of TLS & CAs, because otherwise the normie browsers won’t deal.
Likewise making a browser that could show a subset of HTML 5, for those sites that didn’t rely on JS, that browser’d also need to be able to do the handshake dance…
