In the optimistic spirit of the original post: I'd like to see legislation to make this impossible or at least disastrously expensive for the perpetrators. A ban on being an officer of an extractive industries corporation, a surcharge on the reserve funds the whole industry is supposed to contribute to to cover those costs, stuffing the executives down the abandoned wells?
