1) a congresswoman of the right-wing party brought a pepper spray (a weapon) to the chamber to make a point about insecurity in Ceuta;
2) she was expelled from the chamber;
3) to argue the pepper spray was empty, she or one of her minions emptied it in a bathroom; leading to
4) the set of bathrooms of that wing and some more halls and spaces being evacuated and sealed.
