The major issue is not so much WHERE Heathrow is located, it could be located anywhere. The issue is that it is a major international hub, AMD one of the biggest, busiest and most efficient in Europe if not the planet.

Unfortunately (in terms of the environment and Airport capacity) more passengers and Airlines want to fly point to point, rather than the more tradional hub and spoke model.

For the point to point flights WD really should be building out more high speed rail, as that is even more efficient than even a wide body airliner, is environmentally far more sustainable, each train can carry as many or more passengers than even the largest wide body amd by traveling city centre to city centre can attain faster journey times over mid range flights.

Unfortunately we only have to look at HS2 and other high speed rail schemes across Europe to see how contentious such schemes are.
