Why? First because it's clearly a hobby for them, not an investment. They simply want to have the shiny metal and feel smarter than other people.
And secondly, because it's notoriously hard to sell your silver without huge fees, either store fees or shipping fees. When people see that they are discouraged and rationalize that they'll sell when the price is even higher. And they never do.
But if you have some money to sink into something cool, buy a Reichmark.
They are not going to make any more of those!
