Please dezoom, you only need 3 nukes to obliterate the population/infras of that zone.

I'd agree that it's hard to target submarines.
In France you'd also need 3 nukes to fully destabilizes the countries and make it go into a famine, Paris is the main central logistical hub for everything (very wise), and Marseilles/Calais/Dunkirk are sea logistics.
When I mean glass I was hyperbooling. But it doesn't change the results the tole of human death is still great enough to make everything crumble, plus then the radiological fallouts effects etc...
