He probably doesn't even realize they're illegal, or that they can suddenly become revolutionary, even when initially just reformist.
Much of the working class already wants one. And are ready for one. I don't think that mainstream libs joining the call precludes it from taking its own course.
That said, if more mainstream libs join the call, you can be sure they will try their hardest to control it, limit it, and undermine it every step of the way
