I doubt Russia has tons of diesel to export. They're in a fuel shortage crisis.
It'd be illegal, violating sanctions. And awful strategy while Russia is attacking Ukraine, menacing NATO allies, and helping Iran target Americans.
But looks like Trump trying to jawbone markets before the midterms.
