[…] physicians shall "not participate or assist in any way in the torture, degradation or harm to the dignity of a person, including one who is incarcerated"

On 8 October the Hind Rajab Foundation filed an Article 15 communication with the #ICC Prosecutor seeking investigation of Israeli Health and Defence Ministry officials, the #IMA, doctors and hospital administrators over Sde Teiman, alleging war crimes, crimes against humanity and genocide.

A Health Ministry field hospital was built inside the detention complex within days of 7 Oct 2023; staff signed documents placing them under Military Police authority, not the Medical Corps.
A 19 Dec 2023 Ministry directive ordered detainees treated while handcuffed and blindfolded, barred staff from signing records in their own name, restricted hospital transfers to imminent life threat, and authorised forced treatment without safeguards.
A doctor wrote to the Attorney General that two detainees had legs amputated in one week from shackling, "a routine event". Others described zip-tie restraints that had to be cut off and surgery done without adequate pain relief. At least 29 detainees were dead by Nov 2025, against 36 deaths at the facility and 48 in custody already under IDF investigation in mid-2024.
The IMA did not investigate. Its president, ethics chair and a policy officer wrote in The American Journal of Bioethicsthat detainees were "receiving appropriate medical care," called untried prisoners "Hamas terrorists," and offered the ethics chair's own site visit as proof. That contradicted the IMA's own Ethics Bureau, which had restated that routine restraint during treatment is prohibited, naming cross-binding, plastic restraints and covering patients' eyes. No disciplinary proceedings were opened.
HRF timed the filing to the World Medical Association General Assembly in Rotterdam, 7–10 October. Prof. Zion Hagay, president of the Israeli Medical Association is the chair of the WMA's Socio-Medical Affairs Committee, and Dr. Leah Wapner, chief executive of the Israeli Medical Association, is an advisor to the WMA's Finance and Planning Committee and a member of its Socio-Medical Affairs and Medical Ethics committees.
An Article 15 communication creates no charge. It puts the directive, the staff who signed it, and the association that called it appropriate care in front of a prosecutor who must answer in writing. HRF says it is next preparing files on Israeli medical professionals holding dual nationalities, for national prosecutors in each country where they are citizens.
