It is called a window winder, which I know from replacing a broken one in a car I once owned. I was riding in a taxi, a Peugeot 504 in Senegal or Mali more than 40 years ago, when another passenger lowered a window that was apparently difficult to close. The driver became very angry, yelled at the passenger, pulled over to the side of the highway, and struggled to get the window mostly closed again by pulling up on the glass and wiggling the winder.
