There's an explanation of what the automatic partially granted mode means at the bottom of the page for the toggle. Install another app not yet targeting Android 17 and open up the menu for choosing the setting where you'll see a block of text at the bottom explaining this.

Android 17 didn't do a good job explaining this to users because most people aren't seeing the explanation. It's also probably too lengthy for the main explanation, it could be explained more concisely.
