meshtastic itself isn't connected to the internet, but the mesh devices often have wifi on board so you can connect to them over the web (usually used w/ MQTT relays)
In this case, I just have a radio connected to my PC and Meshtastic has a python library for communicating w/ it over serial (or Bluetooth)
