Most can't. Not because the work didn't happen, but because there's no verifiable record. A log line isn't proof. A dashboard screenshot isn't proof. Your agent saying "trust me" definitely isn't proof.
Proof is a receipt: tool name, input hash, output hash, timestamp, chained to the previous receipt, checkable by anyone with a hash function. No trust required.
