An app to access a web site is still accessing a site on the web.
Consider a blogging site, like WordPress. From the point of view of the owners of the site, the individual blogs are "content" that attracts people to the site. To the site users, what they write is usuallt to communicate something. Same with any public web site, what used to be called Web 2.0. But in Web 1.0 sites (of which there are still many) they often have to pay people to create the content that goes on their sites.
