If you hadn't yet:<li>Windows Settings → System → Notifications → wait for the program list to load → scroll all the way down → Additional settings → uncheck everything in there</li><li>still in Settings, go to Privacy and Security → Location → disable Location services if you don't need them, and also disable "Notify when apps request location"</li><li>open Windows Security (either through Settings → Privacy and Security, or by double-clicking the icon in notification area) and click Dismiss on all the warnings on the dashboard</li>
That *should* make Windows 11 less whiny.
