Every driver gets to install some power platform hooks, as far as I know. It could use one of those to ensure consistency.
But zooming out a bit: If Btrfs isn’t flushing all of its state on fsync, why should it be trusted to do anything else in the kernel filesystem contract?
I’m sure I’m missing something, though. Got a Bugzilla link?
