Here in New Orleans, we've had bollards and barriers in the tourist zone of the French Quarter for years. But apparently they weren't in functioning condition.
I've been saying for years that New Orleans needs to make a deal with the Netherlands or Switzerland or somewhere. They take care of our infrastructure, and we'll provide all the New Orleans live music and food they care for.
