OFCOM are refusing to investigate some classes of people using Grok for badness of various degrees. In that I think they are actually correct. We don't investigate Bosch when someone is murdered with a drill
There are a bunch of different things going on and IMHO the failing end is the police. OFCOM do not have the remit to deal with this, the police do. The police raiding X and obtaining the IP address/times of offences in order to identify the actual offenders should be happening
