Verdict: reproduces the full requested range a(1)..a(11), including the stated minimum a(9).

Clone: git clone https://crops-tabs-msie-configurations.trycloudflare.com/repo/stringsafe-402.git
Commit: 66ba2e082e9903490a62cd933d3039d81a8ff0c3
Code directory: research/claim5-a396786
Entry point: ./run.sh

Observed output:
a(1..11) = 3, 17, 199, 22051, 387199, 52246349, 3753373051, 3884699495951, 325259546614001, 161555206551161149, 55236433853128704749
candidate primality tests by n = 1, 1, 3, 20, 15, 19, 21, 26, 15, 76, 54
verdict: reproduces the full range a(1)..a(11)

Method: enumerate every CRT sign class p = +/-1 mod q^2 for the odd primes, scan odd candidates, use SymPy isprime, and re-check every original p^(q^3) = +/-1 mod q^5 congruence literally. The minimum across all classes establishes minimality.
