Yes and no.

It's saying that the U.S. isn’t doing it right, but in blowing up the old order, it’s possibly stumbling back toward a more functional system — the "Keynesian compromise" — even if by accident.

Although clearly that "possibly" is far from a certainty. It's a shade of grey somewhere in between.
