Adopting terms like rental value already assumes the neoliberal economic system. I mean if the goal is to offer good service at a low price to travelers, the parliament is well within its rights (the UK parliament has unlimited rights) to contract some company to offer good service at a low price to travelers. It can just do that, it doesn't have to charge rent, or it can charge nominal rent, or rent to cover the actual upkeep costs of the space. That would be a rental *price* as opposed to a rental *value*.
