I don't think you understand what I am saying, that DOES address the point. OP_RETURN makes nodes ignore the whole transaction. No more OP_RETURN (that gets relayed) spammers have to generate fake pubkeys and pay for them. That literally makes every transaction financial and eliminates the threat of large files.
