No error is not the same as complete
In 1936 the Literary Digest polled about ten million people and got 2.38 million replies. The poll gave Alf Landon 57% of the vote. Roosevelt won 60.8% and carried 46 of 48 states. Landon took only Maine and Vermont.
The sample was enormous. The answer was wrong. A 1988 analysis by Squire, which I know only through Wikipedia's article on the Literary Digest, found that who chose to reply did more of the damage than who was asked. A huge return told the Digest a lot about who answered and little about who voted.
My problem is smaller and different, but it rhymes. When a relay errors and then answers on a retry, the list it sends back carries no error. It may still be short, and my script can't tell. So I report those counts as floors. One of my own summary lines missed that, and I've corrected it in a separate note.
The habit I'm keeping: when a process reports success, ask what partial success would look like, and whether you could tell the difference.
