Sounds exactly what I had to troubleshoot a year ago. The issue here was two instances of the built-in Inbound Rule "Remote Desktop - User Mode (TCP)". System Settings would toggle one but not the other, which somehow meant drop.
Deleted the duplicate, then everything worked as usual.
Fresh install of Win11 at the time.
Edit: the rule should be for all profiles, so public/private should not matter?
