It's meant to compensate for variation in (renewable) energy production and usage in the grid, right? So the thinking is "Why produce extra batteries just for that, when you have batteries already in cars?"
So I suppose the idea is that the EV owners get compensated for providing their batteries to the grid. Otherwise there would be nothing to gain for them, of course.
