I concur with "India," but only because it's the only country I can think of with tolerance towards National Socialists *and* non-functioning law enforcement...but I wouldn't put money on that. I can see Yemen, Oman, Egypt, Lebanon...etc. as possibilities.

I disagree with the claim about opsec. You only think that because the cases that get caught get publicized heavily.
