A huge point of encouraging right-wing conspiracy theories has got to be to silence discussion of the things they complain about that are REAL.
They are often "right" about what "the government" is doing, except they create such a distorted, ridiculous, & harmful image that it becomes difficult to engage with.
They always apply it wrong. They'll go through a list of repressive government actions & then somehow describe the very people who those actions affect most in real life as the villains.
