Heck, humanity is a loophole finding machine - what is human flight but finding a loophole in the "if God had meant us to fly we'd have wings" law?
The entire legal system is loophole whack-a-mole, it's why governments are constantly making new laws (well, that and *making* new loopholes for their friends). A government of/by/for would identify the new loopholes and fix those too.
