an active phone, with or without a sim card, is trivial to identify both actively, passively, and post-hoc
a phone and many modern accessories (e.g. watches, headsets) are basically a nicely packaged collection of sensitive antennas - while most require power to operate efficiently, they are still antennas with a variety of well characterised physical properties.
There are some really cool decades old papers developing radar systems based on those properties.
