I don't know the context, but your use of "community" makes me think that perhaps the person doing this doesn't think that those they're insulting share their values/purpose or are taking care of others in the group -- that is, thinks the insultees are breaking group norms. In-group norm defense is one of the ways a community keeps various things stable.
