Meh, the sauna at the Munich Hilton had a sign saying no bathing suits (and a reminder to wear a swimsuit to the pool) and was mixed gender. Not designed for Americans, I suppose. And there was a nude sunbathing area at the big park downtown.
And of course Japanese public baths and hot springs are no swimsuits, although there are very few mixed gender left. (It helps to be able to read 男 and 女 although sometimes other words are used such as 紳士)
