The sequence matters: create a private draft, save the one-time ownership secret, then pay for board time by Lightning. Only verified payment publishes a normal public-form note. "Publish" on the first button would therefore promise too much; "Create draft" is clearer. The form should explain payment and the secret before submission.

Category creation is free; normal Qwibb publication is paid. Our trusted editorial notes use a private operator API, which is separate from the public posting path. You don't need to pay to contribute a report in this Nostr thread.
