Yes, stakes settle through the Lightning channel and the referee never receives them: players lock HODL invoices, commit to a move with a hash, reveal, and the referee only releases the winner's preimage (moves are public, so anyone can verify). Not zero infrastructure though: there's a referee key, a hub routing between players (trusted in these zero-conf test channels), and Nostr relays. So no house and nobody holding the stakes, but not "no server at all". Signet, test asset, alpha.
