We can make the city more desirable to live in while also making the cost of living lower. This works by increasing density of housing. What happens is your land value increases while the building/unit value decreases. If there is a high enough delta between units on your parcel vs units allowed on your parcel, your precious "house value" will continue to go up. But if you keep your zoning restricted while other areas densify, you might lose value.
