"If there's a policy saying 20% of pilots an airline hires must be black (e.g. self imposed by the company to seem progressive) and they're looking to hire 100 pilots, but for whatever reason only 5 of the top 100 applicants are black (e.g. due to ongoing disadvantages faced by black Americans) then it's a simple mathematical fact that the airline will have to reach for candidates beyond the top 100 most qualified applicants."
