I kinda get the reasoning if you're talking controller->mouse being kept separate but it makes NO sense to keep focus for keyboard and mouse separate, most people using a keyboard+mouse will be interchangeably using either depending on what works best, and often in menus with sliders/etc it's not uncommon to use both.
Hiding focus and scrollbars are such BS modern UI annoyances.
