The last time I flew in the US was back around 1995, and I do remember that on take-off, ALL 'electronic devices' had to be OFF, until the flight cleared 10,000ft. After that, it was "crank 'em up, if you need to". Of course, that's a long while before usable WiFi was ever a thing.
