This is an excellent finding, and a strong argument for combined increased public transit and congestion pricing for cities that have messy traffic. (the tldr is that the Manhattan congestion charge has reduced travel times for people who never go into Manhattan at all, since they shifted a bunch of people off the roads and onto the trains and subway)
