That's how tyranny has always worked: permissive to the in-group, heavy-handed against the out-group.
What is stupid in our world is that the out-group is the majority in the countries they built, they are easily identifiable against the in-group and they\re stronger, smarter and more creative than the out-group.
Tyranny of the weak indeed...it's crazy how this can be sustained at all.
